Project 2025 has a lot of the same stuff that previous mandates have had, some of which just hasn't ever succeeded because it is so impractical and stupid. Project 2025 is different because it's much more aggressive about how it would get those policy proposals through, and sometimes reaches even farther (ex: 2016 edition calls for the end of the FTA and the USDOT's discretionary grant power, but the 2025 edition goes so far as to change the definition of the phrase "public transit" altogether to mean "any transportation that the public uses." 2016 doesn't try to clear out the whole bureaucracy before dismantling it) So, I think the goal would be that any law that comes through a Republican-led congress would modify a far larger number of codes and sections than previous mandates would have called for, and that if that proves unsuccessful, the agency staff targeted with carrying out the tasks in the law would either (1) not exist, (2) be dysfunctional, or (3) be staffed exclusively by people with an ideological mandate.
