Like most things, it's way more complicated than that. Johnson escalated the war, but solely based on faulty information that American warships had been attacked. He then has McNamara and Bundy consistently conflating numbers and outright lying about the "success" of operations in Vietnam.

It's true that he misread Gulf of Tonkin and was surrounded by untrustworthy people, but at a certain point he and the rest of the Washington understood that the war was unwinnable and continued fighting for the sake of appearances and reelection. |
