I mean, the honest answer is because the government hasn't dealt with tech advancement since the 1800s. You should see what railroad commissioners are actually in charge of in a lot of states. Like, there's a fundamental flaw that the fed gov has to tackle with how it deals with tech before it can even start to adequately regulate big tech as an industry...

FCC doesn't really even have a clear outline of power. We're pretty much operating under a hodgepodge, shit show quilt of jurisdiction being based on whoever had to legally deal with shit like telephones, tvs and wire trade first.
