I worked the polls in my city and it's a multitude of different things. There are new machines with touch screens that you sign digitally these days, so signature verification takes a little longer. People these days vote in a multitude of different ways too - mail-in ballots, early voting polling places, and there are a lot of folks who will try to vote on Election Day despite having had a mail-in ballot sent to them. This causes them to get what's called a provisional ballot, on which all the info is written by hand and it takes election workers much longer to verify these as well.
Also this was one of the highest turnout mid-term elections in years, and right off the heels of an election where people felt threatened to take on positions as election workers. It's a 16 hour shift, not everyone gets off for Election Day, and there are still some people afraid to go back to work cuz of COVID. So ultimately most election boards just didn't hire enough people to tally the votes in a timely manner, and wouldn't be able to anyway.

I don't know how Cortez Masto closes this gap. I know there are a good amount of votes left to count from a Dem strong hold but it doesn't seem like enough even if they break her way. Senate will likely come down to Warnock again.

It still seems doable. The total vote count now is about 900k and they’re saying that’s 84% of all votes cast. The difference in votes is big percentage wise but it’s only a 10k vote difference at the moment and there are at least 150k votes left to be counted. Seems like it’s possible she makes it up.
